But Vice City and San Andreas has much more sensitive up/down movement than left/right, which makes things feel awkward. I could change my mouse X/Y sensitivity outside of the game to compensate for that. But that would mean changing it, playing the game, and changing it back. That would be such a hassle.

Wish I could help you, but I don't play or have Vice City installed anymore. It got me like 3-4 tries of reinstalling mods from a clean folder to get all my mods to work because I use to paste the wrong stuff in the wrong directory or something, I don't remember.
